I. Application Process
Q1. What are the differences between program students and non-program students?
→Students admitted to the program may enroll in Hakka Program courses during the first round of course selection. Please note that regardless of whether you are a program student or not, once you complete the required courses and credits, you may apply for a Program Certificate.
Q2. Can I apply for the Hakka Language Program while I am also enrolled in another program?
→Each student may apply for up to two programs and may hold qualifications for different programs at the same time.
Q3. If I am already planning to extend my study period, can I still apply for the program?
→If, upon evaluation, you are able to complete all program courses before graduation, you are welcome to register and apply.
Do I need to submit an autobiography (personal statement)?
→According to the current application regulations, students only need to complete the registration process through the Academic Affairs Office’s Program Application System within the designated application period. No additional documents are required.
II. Course Selection
Add-Drop Procedures
→Students from the NTU System (三校系統) should select courses through their home university’s course selection system in accordance with each school’s rules.
→Non-NTU System students who wish to take courses at NTU must register through the Intercollegiate Course Application System for Non-NTU Students, print the application form, fill it out, and submit it directly to the NTU Office of Academic Affairs.
Q1. I have already received approval for “credit recognition/waiver,” but why am I still blocked from enrolling in certain courses?
→Applications for credit transfer and recognition processed by colleges serve only as documentation for waiving certain program courses when applying for a Program Certificate. They are not connected to the course selection system. If you wish to take an intermediate or advanced course but are blocked because you did not take the prerequisite introductory course, please request an authorization code from the instructor after the course begins.
Q2. A program student registered for Course ○○○ but did not get in. Isn’t there supposed to be enrollment priority for program courses?
→Because the number of program students is very high, program students may have priority in program course selection, but enrollment is still subject to the final allocation results of the Academic Affairs Office.
Q3. Too many courses are restricted, making it almost impossible to take program courses in the first year. Could adjustments be made so that fewer courses have enrollment restrictions?
→To ensure appropriate course levels and protect learning outcomes, students are expected to have a certain level of Hakka proficiency before enrolling in higher-level courses. This is to avoid situations where students without any foundation cannot keep up with the class.
Q4. If I did not take the Hakka Language course last semester, can I still enroll in the course offered next semester?
→Please consult the course instructor directly. If the instructor approves, they may issue you an authorization code to add the course.
Q5. Can NTU exchange students add courses at this school?
→As long as you have obtained the instructor’s authorization and the authorization code, you may add the course.
Q6. I want to take Course ○○ as an elective, but the NTU system only allowed three students and I wasn’t able to get in. After checking, I found that the NTU Alliance does not allow paper add-drop requests in the third week. Is there any other way (e.g., increasing the quota or issuing authorization codes) to secure a place in this course?
→You may also attend the first class session in Week 1 and ask the instructor for approval. If approved, the instructor will provide an authorization code for you to add the course through the system.
III. Program Certificate
Application Method
→ Students who have completed the required courses and credits of the program should download the application form from the College of Liberal Arts website (opens in a new window). The completed application form, transcript (please highlight the program courses with a highlighter), and proof of approved credit exemptions or recognitions must be submitted to the Dean’s Office of the College of Liberal Arts (Qin 303). Applications are reviewed on a rolling basis, and the review process requires at least one week.
Instructions for Filling Out the Application Form

Q1. If I complete all the program credits first and then apply for program admission, can I directly receive the certificate?
→ To encourage participation, the program allows students without official program enrollment to still apply for a program certificate as long as they have completed the required credits.
Q2. Besides the certificate, will my completion of the credit program be indicated on my diploma?
→ Program completion will not be indicated on the graduation diploma.
Q3. If I have already completed the graduation process / graduated, can I still apply for the credit program certificate?
→ There is no time limit for applying for the program certificate. Graduates may still submit an application after graduation, but please note that the review process takes approximately 1–2 weeks.
IV. Credit Recognition / Exemption
Regulations for Credit Recognition / Exemption
→ The maximum number of credits that may be recognized or exempted is 8. Please download the application form from the Credit Program section of the College of Liberal Arts website. Complete the form and upload it together with the required documents to the online application system before the add/drop deadline or before the final exam period ends.
- Exemption: Students may apply for exemption from required courses based on language proficiency test results. The language proficiency certificate must be attached. Please note that for Korean language proficiency tests, applications will only be accepted if the certificate is still valid.
- Recognition: Students may apply to have previously completed similar courses recognized as equivalent to required program courses. A course syllabus and transcript (please highlight the relevant courses with a highlighter) must be attached. Applications are subject to review by the program committee and are not guaranteed approval.
※ Courses that have been exempted or recognized will not appear on the transcript.
※ The College’s acceptance of credit recognition/exemption applications serves only as supporting documentation for exemption when applying for the program certificate, and is unrelated to the course selection system. If you wish to enroll in intermediate-level or higher courses but are blocked due to not having completed the prerequisite beginner-level courses, please request an authorization code from the course instructor after the class begins.

Credit Exemption via Proficiency Tests
Q1. If I pass a certain level of the Hakka Proficiency Test, which courses can be waived?
→ Students who pass the “Hakka Proficiency Test” administered by the Hakka Affairs Council may apply for course recognition according to the level achieved:
Upper-Intermediate or above: Intermediate Hakka (II)
The final decision on exemption depends on the student’s actual coursework history and the outcome of the program committee’s review.
Elementary or above: Elementary Hakka (I), (II)
Intermediate or above: Intermediate Hakka (I)
Q2. I have passed a certain level of the Hakka Proficiency Test, but I’m not sure whether I can receive my score report in time to meet the credit exemption application deadline.
→ To facilitate review by the program curriculum committee, students are encouraged to submit online applications by the add/drop deadline. If you cannot apply online by that date, you may still submit your application after receiving your score report.
Q3. What is the maximum number of credits I can be exempted from under the program? Is there a limit?
→ According to program regulations, the maximum number of credits that can be recognized or exempted is 8 credits. You may apply for all exemptions at once or evaluate your situation based on your course load.
Q4. Will courses waived through the Hakka Proficiency Test appear on my transcript?
→ Applications for credit recognition/exemption approved by the College serve only as supporting documentation when applying for the program certificate and are unrelated to the university’s course registration system. Therefore, such courses will not appear on your transcript. However, they will be listed on the back of the program certificate and marked as “Recognized.”
Q5. I already hold a certain level of the Hakka Proficiency Test, but I’m being blocked from registering for courses because I haven’t completed prerequisite courses. How can I use my test certificate to waive these requirements?
→ Since credit exemptions are approved internally by the College and are not linked to the registration system, the system cannot automatically recognize them. You will still need to obtain an authorization code from the instructor each time you register for a course.
Q6. Can credits waived through the proficiency test count as free electives?
→ Policies for recognizing graduation credits vary across departments. It is recommended that you consult the administrative assistant in charge of academic affairs in your department to obtain the most accurate information.
Course Recognition
Q1. For freshmen (undergraduate or master’s level) who plan to apply for the credit program next semester, can I take courses this semester or next semester first, and then apply for credit recognition afterward?
→ If you have already taken and completed the course this semester, you do not need to go through the credit recognition process again.
Q2. My department/general education curriculum offers a course called ○○○, and I see that the Hakka Language Program also lists ○○○ as a required course. After reviewing the syllabus, I am not sure whether it can be recognized. What should I do?
→ Please submit a credit recognition application for review by the program curriculum committee. Please note that submission does not guarantee approval.
Q3. I participated in a course/workshop under the ○○○ program. Can it be recognized as part of the credits for the Hakka Language Program?
→ If the course/workshop under the ○○○ program does not provide credits, transcripts, or syllabi, it cannot be used for credit recognition.
Q4. Before I officially obtained eligibility for the Hakka Language Program, I had already taken a course listed in the program curriculum. Do I still need to apply for credit recognition?
→ According to current regulations, if the course you completed is already listed in the program’s curriculum requirements, you do not need to apply for credit recognition.
Overseas Credit Transfer
Q1. If I take a course while studying abroad as an exchange student, can it be counted toward the Hakka Language Program requirements?
→ If you wish to transfer credits earned abroad into the school’s credit system, the course must:
An official English transcript issued by the host university’s registrar is also required.
If the exchange course lacks credits, transcripts, or syllabi, it likely cannot be recognized by the College of Liberal Arts, and meet Taiwan’s credit calculation standard (generally 18 teaching hours = 1 credit).
V.Other Questions
Q1. If I do not apply for the program certificate, can the credits I earned still count toward my graduation requirements? Do I need to file additional applications?
→ Since graduation credit policies vary by department, please consult the teaching assistant in charge of academic affairs in your department for the most accurate information.
Q2. I am currently a senior, and I plan to pursue graduate studies at NTNU/NTU/NTUST. Can I continue completing the program during graduate school? Will additional tuition fees be charged?
→ According to current regulations, if you plan to attend graduate school within the NTNU–NTU–NTUST system, you may apply to the Registrar’s Office to transfer your program eligibility to your graduate studies. You may then continue the program. As for tuition or credit fees, policies differ among schools; please consult the Office of Academic Affairs for clarification.
Q3. Will failing to complete the program affect my graduation clearance procedure?
→ No. The program does not affect your graduation clearance rights, nor will it be noted on your diploma.
